Who Regulates Meander Dam?

I spoke to an engineer from the Army Corp of engineers and I was told that you will not find an injection well within 5 miles of a Dam regulated by the Army Corps of Engineers. With the AWMS injection well <3 miles from Meander Dam, we know it's not them.

Meander Dam is regulated and protected by the same state agency whos incompetence caused $24 million materialized damage to the dam. ODNR

It's a good thing for ODNR that the studies below somehow could not conclude that the cause of the damage to the dam was the 4.0 magnitude earthquake.
Otherwise ODNR would have been responsible for causing damage to their own dam.
How?
Because the damage may have been there all along and may have only materialized in the minds of the union workers at Meander Water after the earthquake.
